赫英全1960年生于黑龍江省海倫,北京市人。1978年入伍,先後在南京政治學院、國防大學、國防科技大學、國家行政學院等學習深造,獲碩士研究生學曆。曆任連指導員、團、師、軍幹事,解放軍總後勤部研究員、參謀、秘書、副局長等職,大校軍銜。長期從事人事、經濟工作,熱愛書畫藝術並有較深研究。現任中國徐悲鴻畫院常務副院長兼黨組書記。
